Thornton is one of the clearest places we serve. Its code makes it unlawful to obstruct any part of a street without first getting a traffic control permit from the development engineering manager (§ 2-283), and the City’s right-of-way permits page says: “Roll-off dumpsters and on-street containers fall under non-construction permits and do not have associated fees.” The permit is the Non-Construction Related Traffic Control Permit, whose form has a box for “On-Street Container/Roll-Off Dumpster,” and the holder agrees to follow the manual on uniform traffic control devices and to vacate the right-of-way when the traffic engineer directs. The no-fee rule is written for single-family residences; a container for a commercial or multifamily site may owe the City’s traffic control fees, so we check with Infrastructure permits (9500 Civic Center Drive, 720-977-6210) first. On your own driveway the City publishes no container rule. Thornton’s Click & Haul pickup takes remodeling debris but not concrete or masonry, dirt or sod, so heavy demolition still needs a roll-off.
